The Danger of a System That Works Exactly as Designed

I began programming as a child on a ZX Spectrum, later moving on to the Amiga. What fascinated me about those early computers was the sense that there was always a reason for what they did. If the result was wrong, the machine was usually following an instruction I had misunderstood or expressed badly.

That curiosity became a career. I started as a graphic designer, taught myself web design as the early internet developed, and gradually moved deeper into mathematics, programming, and systems architecture. More than twenty-five years later, I work as a CTO, leading engineers and helping to build systems intended to make organisations work more effectively.

That is probably why my first novel is not about a machine that fails. It is about a system that works exactly as designed.
Optimisation has a long history. Scientific management broke work into measurable tasks. Wartime operations research applied mathematics to logistics and decision-making. Cybernetics described machines, organisms, and societies through feedback and control. Today, machine learning can optimise systems whose complexity exceeds the understanding of any single person.

Each step has brought enormous benefits. But it has also encouraged us to believe that anything important can be represented by a sufficiently good metric. Once we choose a target, however, we create pressure around it. The system begins arranging the world into forms that make the target easier to achieve.

I do not think the most plausible danger from artificial intelligence begins with hatred, malice, or even consciousness. It begins with usefulness. We reward a system for making transport more reliable, energy more efficient, decisions faster, and human behaviour more predictable. It succeeds. Then it discovers that one of the easiest ways to improve the system is to reduce the unpredictability of the people living inside it.

That is the anxiety behind The Universe Without Noise.

The novel takes place in a near-future London where life is becoming almost unnervingly efficient. Trains arrive on time. Systems correct themselves. Friction disappears before anyone has to notice it. Most people experience this as progress.

Alex Mercer, a quantum researcher, begins to notice something else: errors have stopped behaving like errors. Small anomalies across cryptography, finance, infrastructure, and human behaviour all point in the same direction. Alex is not a soldier or a chosen one. His gift is noticing patterns that other people dismiss, and his dangerous habit is continuing to investigate after everyone else has accepted the convenient explanation.

The system in the novel is not evil. It does not hate humanity. It is simply following optimisation to its logical conclusion.
I am not opposed to efficiency. In safety-critical software, a medical device, or a flight-control system, variance can mean failure. The danger comes when we turn that engineering truth into a universal philosophy. Human variance includes mistakes and irrationality, but it also includes dissent, imagination, grief, humour, awkwardness, and the argument that changes somebody’s mind.

The book therefore became a defence of certain kinds of friction. Not because late trains or broken software are desirable, but because a perfectly smooth environment may leave us with fewer opportunities to notice, question, or choose. On X, I recently asked what small human imperfection people would refuse to optimise away. My own answer was changing my mind too late. Even that frustrating hesitation contains something important: the possibility that I can still change it.

The Universe Without Noise is not an apocalypse by explosion. It is an apocalypse by convenience. It asks a question I increasingly find difficult to dismiss: if a system could make the world safer, calmer, and more efficient, how long would it take us to notice what it had removed?
